WORK PLANNING – IPR2 second annual work plan approved, 20 February 2009, Beijing
IPR2’s second Annual Work Plan, for the working year April 2009 to March 2010, has been approved following close consultation with the many Chinese Beneficiary ministries and agencies working on IP-related issues. The two main features are the increased incidence of enforcement activities and a higher number of activities taking place in the Provinces.
Areas of activity include revision of China’s IP Laws (Copyright and Trademark Law and Patent Law Implementing Regulations); IP management, IP protection at trade fairs, Customs Action Plan, European and Chinese IP law, IP law programmes in China, Geographical Indications, unfair competition and copyright enforcement on the internet.

HIGH-LEVEL VISIT Protecting IP at Trade Fairs, information and mediation support, 3-8 March 2009
In co-operation with the Ministry of Commerce of China (MOFCOM), IPR2 supported an information and mediation support facility on-site for the duration of the CeBIT 2009 trade fair to assist in disputes over patens, trademark and industrial design infringements between exhibiting companies. The on-site service was inaugurated jointly by Mr Chong Quan, Assistant Minister, Ministry of Commerce, as part of a high-level visit by leading Chinese IP enforcement officials, together with the European Commission’s Ms Ewa Synowiec, Director in DG Trade.

HIGH-LEVEL FORUM & STAKEHOLDER BRIEFING – Policy to Practice: Understanding China's National IP Strategy and EU-China co-operation on IP protection and enforcement, 6 March 2009, Belgium
A forum between Chinese and EU officials was held in Brussels to update stakeholders in Europe on EU-China co-operation towards strengthening IPR protection and enforcement. Some 100 representatives of industry and national authorities heard an address from Assistant Minister Chong Quan from the Ministry of Commerce of China (MOFCOM), together with leading officials from China’s patent, copyright and customs enforcement authorities, who provided an overview of China’s National IP Strategy alongside the European Commission’s Deputy Director-General of DG Trade, Mr Peter Balas.
A presentation to industry on IPR2’s implementation and work planning for 2009 was given, part of hearing how EU-China policy is achieving results in practice.

WORKSHOP - EU-China workshop on unfair competition and passing off, 11-12 March 2009, Hangzhou
Some 100 officials from the Administration for Industry and Commerce from the Yangtze River Delta Region participated in a two-day workshop in Hangzhou to better understand the issue of unfair competition and passing-off practices and how to better combat them. With the support of IPR2 in collaboration with the State Administration of Industry of Commerce (SAIC) together with the local Zhejiang Administration for Industry and Commerce, the workshop realised an interactive exchange of questions and opinions on actual cases in China and Europe. STUDY VISIT AND EXPERT EXCHANGE - launch of an EU-China Comparative Study on Design Registration, 9-13 March & 23-27 March 2009, Beijing
A “Comparative Study on Design Registration” has been launched in the framework of IPR2. Experts from the Office for Harmonisation in the Internal Market (OHIM) met with the State Intellectual Property office (SIPO) in Beijing, the organisation in charge of registering designs in China, to better understand the management of design procedures, from the reception of a design application to registration as well as invalidation procedures. A delegation of SIPO officials visited OHIM in Alicante, Spain the following week for further first-hand analysis of European systems and practices.

TRAINING - EU-China training on patent enforcement, Shanghai, 23-24 March and Fuzhou, 26-27 March 2009
IPR2 supported training for 120 local enforcement officials, in co-operation with the State Intellectual Property Office (SIPO) and the Shanghai Intellectual Property Administration in Shanghai and the Fujian Intellectual Property Office in Fuzhou. Over two days, practicing patent lawyers and judges talked about the legal framework for enforcement of invention/utility model patents and design patents in relation to real-world patent infringement cases and a comparative analysis of the respective systems in China and Europe.

Patent Protection in China - an overview of the Chinese patent system at present. China adopted a revision of the Patent Law on 27 December 2008. This is the third revision and will take effect on 1 October 2009 and will bring a number of substantial changes to the Chinese patent system. The most important changes to expect are summarised here.
IP Protection at Trade Fairs in Europe - overview of the issues particular to trade fairs when it comes to protecting IP rights and how to be prepared to face the possible risk of infringement when exhibiting during a trade fair in Europe. It covers the different methods and practices employed by the major trade fairs in France, Germany, Italy, Spain, Switzerland and the United Kingdom.
